DSC Urgency And Safety Are Different Workflows

For urgency concerning a person or vessel, MCA guidance allows an All Ships DSC urgency call nominating a working channel. Then use Channel 16 for the short PAN-PAN announcement: PAN-PAN three times; ALL STATIONS three times; THIS IS vessel name three times; call sign; MMSI; request everyone go to the nominated channel; OUT. Change to that working channel and transmit the full urgency message.

To pass safety information to HM Coastguard, use an Individual DSC call with safety priority if the set supports it. Wait for the acknowledgement, accept the working channel, change to it, and wait for the Coastguard to call. If the set does not support that call, make a voice call on Channel 16. This is not the same as broadcasting every safety report directly on Channel 16.
